I could not send out text messages with my phone since last 2 weeks.
I would like to emphasize that my phone originally can send out messages, proven when i first got the simpack in early June and texted my parents.
I thought that it was my phone settings phone and so, i changed the simcard to my friend's phone. Yet, it still cannot send out text messages.
May i know how this will be fixed?

Which phone model are you using? In most cases it is because the SMS service number is not stored correctly in the phone. Best you check these settings - you'll find it in the SMS settings. There you'll find something like "SMS-Center". You'll have to store the number +436640501 there.
Check that please and let us know if it worked.

I have tried and it worked after i put a + before the number!
